No, Regulus Black is Sirius' late little brother. He joined the Death Eaters and was killed shortly afterward because he wanted out. We acquire this information in Harry Potter and the Order of the Phoenix when Sirius is showing Harry and Company his family tree.
I agree with you that R.A.B. is in fact Regulus. I think that he stole the real locked Horcrux and is the one mentioned on page 116 of Harry Potter and the Order of the Phoenix (American version) at Grimmauld Place. I think that in book seven, Harry, Ron, and Hermione will go there and discover it now that Harry owns Sirius' house.

Everyone seems to think so. In an interview that I read with JKR right after Book Six was published, she refused to give a completely straight answer, but did say something like "Well, aren't you clever." I believe that interview was with the webmasters for The Leaky Cauldren and one other HP web site.

At first, I thought it made sense, then I thought that it was too easy, then I thought she was trying to trick us so honestly, no idea and I am just going to have to wait another year until book seven comes out.

That is a popular theories, but it all fits. I mean, Regulas was all mixed up in Voldemort and his power and he WAS killed by Voldemort/Death Eaters.
