It is not traditional, but nowadays acceptable.
They say that in odd years (the ones with one day more on February, it happens every 4 years, cannot come up with the precise word for it) woman can propose to their man. That is a tradition and is acceptable.

I don't think so. I believe society today has changed it's view on many things including marriage over all. So if you find the right guy and you love him and he loves you too ask him to marry you!!!
