what is the measure of the angle when an analog clock is at 4:30??

At 4:30, the longer hand will be pointing directly down. The shorter hand will be 1/2 between the 4 and the 5. If you equally divide the right half of the clock into 12 sectors, the number of sectors between the shorter hand and the longer hand is 3. Given that 12/12 is 180 degrees, the angle between the two hands is 3/12 of 180 degrees or 45 degrees.

Because a clock has 60 points, you divide this into 360, the number of degrees in a circle, and get 6. You know that there are two sets of 5 points between the 4 and the 6. This equals 10 points. To find out how many degrees this is, multiply by six and you get 60. The measure of the angle when an analog clock is at 4:30 is 60 degrees.

I do not understand the question so I have to go by two assumptions

1. I assume you mean want is the direction 4:30 like in the expression “boogie at 12:00”. If 12:00 is 90 degrees then 4:40 = 90 - ((360/12)*4+360/24) = 90-(120+15) = - 45 or 315 degrees.
Or
2. I assume you mean what is the angle between the hands. In that case one has to be careful. At 4:30 the hour hand is at 4:30 mark and just happens to be ((360/12)*4+360/24) or (360/24)*9 = 135 degrees
The minute hand is at 180 degrees
The difference is 45 degrees. Just what one would expect.
