It's been a long time since I changed that era of motorcycle's brakes, but I used to hold the wheel over a plastic milk crate and shake the wheel in an upward and downward motion with the brake lever facing the crate. If I'm not mistaken the only reason the brake hub does not come out is that the brakes are rubbing the brake drum.

I also believe that the manual gives a very good brake assembly illustration.

Since you were able to get the front wheel off, then you can remove the axle from the wheel. The brake drum is probably so worn, the brake shoes are adjusted to much to allow them to clear the drum. Remove the entire brake linkage from the brake panel (the arm that the cable hooks onto and every thing that connects to it). The brake panel will come right off.

This bike does have a front axle. It's the pin that holds it on the bike. The brake assembly should come right apart when removed.

The brake assembly should just pull away from the hub.
