Yes there is,you can search for a reproductive surgeon in your area by doing a google search or calling up your PCP or local clinic to ask for a refferal.

Tubal Reversal Surgery
Just as a tubal ligation is considered to be major surgery, so is a tubal reversal. Normally, this procedure takes two to three hours and is done under general anesthetic. In order to make your fallopian tubes functional again, the doctor will unclamp; reattach; remove any devices that may be blocking your tubes or place an implant into your fallopian tubes. This type of surgery does require a hospital stay of at least one night but you may need to remain in the hospital for as much as five days after the surgery. Once you leave the hospital, you can expect to completely recover from the procedure over the course of the next four to six weeks.

Yes there is- if it was just a tie/clamp which many are. During many tubals they tie or clamp your tubes it can be undone but you want to get someone who knows what they are doing. Ask lots of questions about success rate after reversals before you settle on a dr.
this website has alot of info about it (and you can even get a DVD about how this dr does the procedure for free if you want to watch) http://www.tubal-reversal.net/?utm_campaign=Search&utm_source=google&utm_medium=cpc&utm_content=ReversingTubalLigation_A_S&utm_term=reversing%20ligation

Tubal Ligation Reversal Surgery is very cheap in India. There is one company that is very famous in India that arranges kall types of surgery for foreigners in India. They are called the Forerunners Healthcare.I read a lot about them in the Newspapers and about their patient stories.I have also read that they arrange financing for american and canadian patients as all types of surgery is not covered by insurance. They also have photos pasted of their International patients. You can checkout their website. The cost savings are incredible. As a doctor i personally believe that your reversal surgery can be easily handled in India as the quality of healthcare available here is simply best in the world. The surgeons are USA/UK trained and facilities are 5 star.hope this helps.

Yes there is, but I don't know much about it. I know that it can be expensive and it is a difficult procedure.

Hope that helped a little!

That is NOT true, there is a procedure, IF you had them tied and NOT cut. (more information needed).

However, I asked my doctor about it and she said it would probably be easier to do invetro.
