And why do they wait to get in the left lane to pass until cars are close?

Okay I do not know if I can explain this well enough for you to understand but here goes. Different company's set how many miles per hour a truck can run. a truck carrying 43,000 lbs is harder to get up a hill than one only pulling16,000lbs. so if they are coming off a hill they may get out in the Left lane so they are not pushing the other truck be case once they hit the hill they will lose their speed. on a down hill the heavier truck is faster than the light laded truck.because the weight will push it down the hill. It is not done to block cars most of the time but believe me there some really nasty drivers most are just trying to do the best they can and they all make mistakes. In my opinion there could be a couple of reasons.

In areas with hills some do go faster than others - load size and engine power can be different. Trucks don't want to lose their momentum uphill, so may pass slower trucks. Trucks going downhill don't want to ride their brakes, so may pass slower vehicles.

On level ground they might take turns taking the lead because a lead vehicle will break up the air resistance allowing the following vehicle to get a little bit of a draft, saving on gas mileage. Drivers do this in auto racing.

The less generous answer is that an unscrupulous driver may get a kick out of slowing down traffic.

They do this cause they do not want to loose there momentum. Especially on a hill. It is hard to get there speed back.

generally it is done to take turns drafting off each other to help with fuel savings
