In MLB, it would be Jose Cansucko from Havana, Cuba in 1999, just a bit before Rafael Palmeiro and Sammy Sosa. Let's see if there will be a foreign born player not all roided up that can hit over 400 homers.

In Japan, Saduharu Oh smacked over 800 homers and he did it long ago. So he would reall be the first one.

If only Tony Perez or Orlando Cepeda had hit another 21 home runs, we wouldn't have to answer that it was Jose Canseco.
