This book is written for children to assist parents in explaining one of the the biggest corporate scandals.
It follows the actual events closely and uses metaphors such as a giant, growing pyramid of cheese (pyramid or ponzi scam) which represents the entire wealth of the kingdom.

In the absence of a literary agent, I would investigate the publisher's publicity tools. If possible, volunteer to do interviews on talk shows, radio, etc.
If the publisher is no help, I would pound the pavement so to speak. I've read where authors have independently gone out and knocked doors of radio stations, etc. to get a few minutes of air time to pitch their book.
If it's good, try to get it reviewed by anyone, but particulary reviewers with many readers (potential buyers.)
