it is a tall wood fence on the side yard. I need to remove the ivy that completley covers it with out having the fence destroyed.

You can use weed killer or a weedeater to cut the stems at ground level. After a few weeks it should be dry enough to pull off the wood. It will have to be dry to come off the wood since the stems send out roots that adhere to the wood.
I would check and make sure that the ivy has not caused rain damage to the wood before pulling it off. You may have a situation that requires the wood to be replaced anyway if the ivy has caused water damage. Be certain before you remove the ivy.

Cut it out if you have no wish to save the ivy. If you're trying to save the plant though you might have a hell of a job on your hands because you'll have to unweave it. Good luck.

Cut the stem at the bottom first and let it die. Then, remove it.
