I'm going to have to go with no; but if your thinking of having an affair, then you shouldn't be the the individual in the first palce. Its not fair to either one of you.

No way. Why would anyone want to hurt the one they love by having an affair?

NO, it is never okay to have an affair.

Someone will end up getting hurt in the end.

The person should exit the relationship they are currently in if they are going to start a new relationship.

you have to decide this for your self! if your marriage is over, then you need to end it, if not over, but close to being over and you are trying to determine this, you need to seperate first, or at least have the conversation with the person you are wanting to have this affair with, and let them determine if they want to be in this situation.

No. When people decide to cheat, all thoughts of sanity go flying out the window and they will resort to any and all kinds of excuses to justify their actions.

if there is 100% no way that your spouse can ever find out... sure, why not? Well, unless you believe in Hell or have any sense of morality.
