Many, many years ago, in the land of Portapottya, all the great minds came together to solve a major dilemma facing the people:how can we cleanse ourselves after bowel movements without having to use our bandannas? (for you see, red bandannas were the selected method--one dipped the bandanna into water that was slightly diluted with vinegar, and cleaned said body parts--the only problem was that red bandannas were also held sacred by the street gangs in the land, and therefore many riots broke out as a result of people wiping their tushies with the sacred cloth.)
One guru, the man called Charmineus (later shortened to Charmin, because he was a robust man who enjoyed great big hugs) convinced the people to decorate long strips of ticker tape ( the kind used in the rural areas to celebrate someone
s achievements) with the same patterns used on the red bandannas, and then use this tape to clean up after a run to the privy. This delighted the people, and all went well until they dipped the paper into the diluted water, for then the paint all run out of the paper and into the water (creating quite a stir among the street gangs, who felt the the townspeople were disrespecting them by attempting to drown their colors in a bucket of diluted water.) Once the colors ran, the ticker-tape became very soft, and when dried, had a very soft texture, and a bright white color due to the bleaching process of the vinegar.
Everyone seemed to agree that this new item was indeed the answer to their dilemma. Being that humans are creatures of habit, and reluctant to fix something that isn't broken, the color has remained white.
That is why toilet paper is white.

My doctor told me some people are allergic to the dye used in colored toilet paper. Maybe the manufactures have stopped using the colored stuff. I*ve only see white for quite a while.

Most toilet paper is white..this is usually the unfragranced type. The dye and fragrance can be allergic for some people. These are the colored toilet papers.

People associate the color white with cleanliness. But you have a point (why not pastel colors to coordinate with your decor).

it makes it easier to see the poo you wiped
