I went through rush my sophmore year. I am technically a senior but I have three semesters of class and one of student teaching left. I also have three female cousins who are starting here in the fall. Two of which would be considers legacies if a certain organization were on campus. Is it too late for me to attempt to start something new for me and my cousins? I really believe in this how can I establish it even though certain people on campus don't see the need. I see a need. I have HOPE.

No, it's not too late. Your three semesters should be enough time. Then your cousins will be sophomores. When you graduate they will be juniors. Do the research over the summer to find out what you need to do to get the organization's and your college's approval for you to start it on your campus. Other people might not see the need because they are involved with their own organizations. There is probably a huge need. I knew some people who brought an organization to campus when they were juniors. It's better to do it now then when you are student teaching. You'll have NO time then. Good luck!

It's not too late, but the process can be lengthy to start a new organization on campus. If you are trying to start a new organization on your campus and it is a Panhellenic-governed organization, you can speak to your campus' Panhellenic council to see if there is a need (a lot of campuses have rules that the other sororities must be at a certain capacity before they will add a new one, to be fair to the ones they alreay have there). If there is a need on campus and there is a national backing for the organization you want to start, they can help you with the start up process. There will be campus approval and national approvals to get, etc. Good luck and it's totally worth it!

If you are trying to use the fraternal/sorority organization to pad your resume, it is too late. I also think that maturity wise it might be a little below you to start in as a pledge. From my experience, being a senior helped me guide others who were of lower class (freshman, sophomore, etc)

I'd say it's too late to join a "social" group system...but why not get involved in other on-campus groups? Is there an educational group or other way you could get involved??

Most sororities won't be receptive to someone who is about to graduate rushing as a Senior. But, if you find one that is, go for it!
