You mean like Japan, Germany, the Philippines, and South Korea? Those successful democracies? Sure, Haiti is an abysmal failure, but that's the nature of all former French colonies.
And each one of those was completely different, with different populations, motivations, national heritage, etc. There is no 'Nation-building for Dummies' book out there. It is an adapt as you go process.
And, so far, Afghanistan and Iraq look quite successful, too. With high participation and strong buy-in and support of the public.

Japan, Germany, did not fair too poorly. As a matter of fact they are doing rather well. Most people that say we have failed in developing democracies, are actually thinking about our failed attempts at fixing things by replacing dictators. This is not the situation in Iraq. Iraq is more like Japan, or Germany where it was an Imperialistic or Facsist government and we are trying to help Iraq install democracy. If we have the same failure we did in those two countries I'd say that would be great!

In comparison to all of human history, democracy is a relative new comer. Humanity has been under the thumbs of tyrants and kings since the first established social orders. And to some, freedom can be a scary thing.
For instance, think of a person held prisoner for years. During this time, his jailer has fed him and provided everything he needed to survive. Then one day, the door is thrown open… what does the prisoner do? Where will he go, how will he survive?
It’s wonderful to be free but a cage can sometimes be a place of security. Being free also means being in the open and vulnerable.
It just takes time.

Our approach ensures that the country collapses all that more quickly.
Our latest and greatest examples of democracy in the mid-east....Iran. Where we overthrew a DEMOCRATICALLY elected government and installed the TYRANT Shah (all in the name of oil). Who was overthrown in 1979. And look at where we are today. Or look to the south. To the Banana Republics that we helped to create (for big business). Look at how long it took them to recover from our intervention.
