Pythagoras is it?

310cm x 310= 96100

900 x 900 = 810000

96100+810000= the length of the diagonal squared, so to find the diagonal you need the square root of 906100

so I think the diagonal is 951.89 cm long.

I THINK!

3.1+0.9=4.0 Mt's.thus the square building would have 2 Mt's walls.Therefore taking half the room as a right angle triangle
Pythagoras states " The square on the hypotenuse is equal to the sum of the squares on the other two sides"
Thus 2*2=4 and 2*2 =4 then 4 +4 +8 the square root of 8 =2.828. thus the diagonal is 2.828 Mt's.

You need to be more clear on what exactly you are looking for.
Case 1: Biggest Square on said parcel of land:
diagonal ^2= 2x side^2
d^2 = 2x 0.9^2 m^2
d^2 = 1.62 m^2
d= 1.2728 m

Case 2: U wanna exchange the land with a square one of equal area:
Area of your land = length x width= 3.1 x0.9 m
= 2.79 m^2= side^2 of square plot
side of square plot = 1.67 m
diagonal ^2= 2x side^2= 2 x 2.79=5.58
diagonal= 2.3622 m

IF you are talking about 1 wall, then it isn't square, it's a rectangle.

I think you need to describe with a bit more detail, exactly what it is you are after here
