Wiegmale did a good job of describing a silver membership. As noted before, it is free but only really allows you to add buddies and download demos and the like. You can also use it to purchase game content or game for live arcade. You cannot use silver membership to play online with people.

It's the lower of the 2 versions of X-box live. You get it when you first get an X-box and yes it is free. However you can't play online games through it. It's there only to show you that being on the Internet with an X-box is fun, but that you have to pay even more money to have even more fun.
