Just seems like while the Hurricane Cutter plane is inside the hurricane the capability to dismantle it should be scientifically researched.

Actually, right after WWII, the government spent a lot of money on projects to try and either destroy or control hurricanes. For instance, an idea was made to set off a nuclear bomb in a hurricane to destroy it, but that would be ridiculous. Though, a hurricane did hit Savanna GA, that the government was experimenting with. Supposedly, they were trying to control a hurricane's movement and its intensity. This hurricane intensified before making landfall, unexpectedly. Did the government cause this, or did it get out of their control and hit the city? No one will say, and there are no documents of the experiment, but after the event, the government stopped the research.

Hurricanes are a huge engine that require massive amounts of energy to not only form but to keep running, the type of energy required to stop one would be just as massive. A WC-130 can fly through a hurricane and study it, but does not have the capability of affecting its development or lifecycle. Studies have been done in the past with seeding clouds and trying to cool the ocean temp in the path of a hurricane but at present it is not something we can possibly do.

(And they are Hurricane Hunters, not Cutters)

Just because we can maneuver a plane inside the winds of a hurricane and take specific measurements, doesn't mean we can alter the natural progress of the conditions required to create a hurricane. Hurricanes need pressure factors, prevailing winds, sea temperatures, and seasonal factors to be created and intensify. So far we can't manipulate any of those.

It's not possible because we can't stop the earth from doing what it wants to do. That would be like stopping a volcano or an earth quack. We also try to see the size of tornados but we can not stop them from forming that's that same thing with a hurricanes.

Hurricanes are necessary to regulate the temperature of the world's large bodies of water. We don't want to stop them, the effects of not having hurricanes would be worse than the effects of having them.

There have been several methods over the years aimed at reducing the power of tropical systems, but they're all either beyond human capability or aren't cost effective at all.

Besides, who wants to mess with mother nature?
