Does your sister want to lose weight??? It has to start with her. you can beg and plead with her, but until she wants to do it, there is really nothing you can do about it.
you might want to discuss with her the benefits of losing weight and eating healthier. you need to be patient with her. if she doesn't think she has a problem then you can tell her until you are blue in the face and it won't make a difference. even if she does give in to you and starts to lose weight, if it isn't something she wants then she is not going to stick with it.
if both of you are old enough and living together, then maybe try to get rid of the junk food in the house and cooking healthy low fat meals to get things rolling without you actually telling her. eating better may help her to start losing weight and when she starts to see the results then she may want to take a more active roll in weight loss.
just love her for who she is, not what she looks like. help her to see the risks and benefits, but stand by whatever decision she makes.

Never tell her she is fat or make snide comments towards her like "are you sure you should be eating that" or "you really need to lose weight". Try telling her that you are wanting to get healthier yourself and ask if she wants to be motivational partners with you. You can set goals for each other, work out together, go grocery shopping for healthier foods, etc.

Go for a walk with her every day. That will help. I dragged an overweight friend for 40 minute walks every day and eventually she commented she had lost weight doing that and then we were able to talk diet. I presume you have the advantage of living together. Have your mother serve low carbohydrate meals. Go on a high protein, low carbohydrate diet. Eat fish, eggs, chicken, occasional lean beef or pork, low fat cottage cheese. Stay away from regular cheese, no bread, pasta, rice, potatoes, peas, beans (except green beans). No fruit and no fruit juice (it's sugar water, my dr says). Cut down on carrots and tomatoes (included ketchup). Use mustard instead of mayonnaise in recipes. Eat lots of salads, green vegetables. Salads only have one tablespoon of dressing for the whole salad. No ice cream, or other desserts. 8 glasses of water a day. No caffeine

She needs to make that decision on her own. You telling her to lose weight will only make her upset, possibly even making her want to eat more and gain more weight.
