Is there any way to fix a cd that skips???

you can buy / borrow a cd buffer kit... these help. also - if the cd isn't too terribly damaged, you can burn a copy & sometimes it will burn properly... or you can rip the cd to your computer - then burn it after you've checked & made sure it transferred fine.

I know there's a tool that sells for $10 or $15 that cleans out the CD that have scratches and skip

yes, rub a little toothpaste in a circular motion onto the CD and rub it with a clean dry towel.

We boil them on the stove to get scratches out, and dry with a terry cloth towel

clean it, it might be just dirty. if it has scratches, those are pretty permanent, but i'm sure there's some way to lessen the affects.
