It seems simple. What are reasons for the hold back on some States?

Because liberals would rather see 1,000 more victims than see the rights of one scumbag denied. And yes, they do feel that the rights of perverts supersede the rights of the innocent. Actually, they couldn't care less about the innocent or the victims.

I wouldn't say it is the liberals per se, but people worried that the wording needs to be such as to not destroy our rights while at the same time doing right by those who need such a law.

Because liberals want your children to be raped by depraved psychopaths. If you notice, every single politician who stands in the way of such legislation is a liberal.
