The best place I know to go buy good quality Wizard hats and robes would be either Hogsmeade or Diagon Alley.

That would be "HOGWARTDS STUDENT & FACULTY BOOK STORE". They're right next to the magic wand display on aisle 13.....they run a little large, just so you know.
