I can also hear the knocking in my neighbor's water meter when the sprinker is on.
Water system people were here in the daytime and can not see anything wrong. We can only turn on sprinker after 8 PM. They told me that neighbor' meter has been replaced and wish me luck.

This knocking comes from air in the pipes. This is such an unusual situation, it will require some sleuthing to get to the cause. It sounds like the problem is with the water main that feeds both houses. Anything else means you are on the same meter, which is highly unlikely. Does the hammering sound more distant? The vibrations can carry for a distance, so the hammering may actually be away from your house though it sounds like it's in or under your house. Could be that when your neighbor's meter hammers the sound is coming all the way into your house? That's the first thing I would check.

Politely ask your neighbor if he can re-direct the water spray so that it doesn't hit your house. If he refuses, you might have to put up a fence that's high enough to block the water spray. Or plant a tree or large bush in that area. Living peaceably with your neighbors is important, so hopefully he'll cooperate with you and you'll both win. <*)))><

Next time his water is off use a compressor and pump Bleach into the water system. When he turns on his water hopfully he will kill everything. It will also be poision at high concentrations
