Most likely dry skin and irritation around hair follicle. I have had them forever, not bad, but I use a body wash with salicylic acid in it like Neutrogena Body Wash for acne and Cetaphil lotion... keeps it under control.
It was either in Cosmo or Marie Claire I read about a more aggressive way to treat it if you have it bad like my sis.... but I don't have the mag in front of me... sorry.

They are swollen hair follicles. They are usually caused by excess heat which causes more sweat and they get clogged somewhat like a pimple. However, they are not pimples and will not go away with acne creams. Ice compress works as well as limiting your sun exposure.

hmm.. pimple like bumps.. give us some more info, it could just be dry skin. I have dry skin on my arms too, it itches, and it is just lack of moisture, nothing to worry about, happens naturually, but if you are experiencing pain, or rash, then you might want to consult a doctor about that.
still, I don't want to give you any false worry, so just give us more info. lol, it could just be goosebumps, but I doubt it...

I read an article about that on the net a few months ago; they are just clogged pores. I used to get them, the best way to get rid of them is to use a body scrub on them. It works

Could be a heat rash, just dust your arms with baby powder to talc powder.
