When the temperature of water is greater than 4°C, its density decreases as temperature increases. Thus, warm water will float above cold water. This is why the bottom of a lake is colder than the top.
When the temperature of water drops below 4°C, that reverses, and density decreases as temperature approaches freezing (0°C). The maximum temperature of ice (under normal conditions) is 0°C, and in an environment where liquid water and ice coexist, ice has its minimum density at that temperature. That is why water ice floats on liquid water.

If you're asking what the effect is on things that live in the water check out all the info on coral reefs. The coral is dieing because it's too warm (and other things too). If you change the temp of the oceans by a few degrees it can have drastic effects on the wildlife in it.

when the water is frozen to ice it floats in water since sp.vol is reduced.
when water at STP the water is liquid.
there is a peculiarity in water temperature with sp.volume this happens between 0 degree and 4 degree.
