Just click on the empty part of the taskbar and then drag it back down.

click and drag the bar from the right or left hand side of the screen back to the bottom and let go of the left mouse button and it should be back to the normal position.

Left Click the task bar in a blank spot... while holding the moust button down drag it to the bottom.

If you are using Windows XP, make sure that it is not locked. To lock/unlock, right click on your taskbar, uncheck 'lock the taskbar'. After that, you can drag it to the bottom of the screen. And lock it back afterwards :)
