How old is your brother? Did you have any type of agreement as to how long he would stay with you?I think the best approach is to be honest and say that you while you have enjoyed having him stay that circumstances have become a little strained due to overcrowding. Let him know that you will try help him find his own place and give him a definite move out date. Just to avoid any misunderstandings also put his notice in writing and ensure it meets any legal standards for notice.It may seem extreme to give him written notice but how can he be oblivious to the tension in your household?Take care of your immediate household first.

Not enough information. Is this your house that he's staying at? Is he working? Is he under financial difficulties? Can anything be done to help him along? Does he have friends he can move in with? What I'm saying is, unless you provide more details, I'm not going to tell you to dump your brother out. If it's not your house, then no. Then you should move.
