the mind though one organ , controls all actions of the body. when you say "mentally deep" the answer would depend on what aspect of the mind your talking about. let me assume the most common of those and try and answer your question.
a person can be termed mentally deep if they think too much or appear lost in thoughts most of the time , speak philosophically or in complex terms or riddles, talk very little or after long pauses , possess high IQ or excel in mental and mathematical challenges or any combination of any number of points above.
to answer as to what that "makes" them is not necessarilly anything. they could be intelligent or have a high IQ but not necessarilly or maybe termed quiet and or reserved or eccentric or even nerdy which again depends on which of the above points they have been termed mentally deep in the first place.

Well, the opposite to deep is shallow....and it's probably easier to explain what shallow means - someone who is not really interested in anything deeper than the end of their own nose. Someone who doesn't have much perspective on life.
So if you are mentally deep, it means that you are a thinker and feeler, you probably have views on world events and on important issues. Perhaps you are also quite complex - and it might take time to really get to know you.
I know which kind of person I'd prefer to be with (I'm really not interested in anyone shallow.)

I'd say someone who was mentally deep was someone who looks into things in great depth, and considers things that have no obvious answer (ie what is the meaning of life?) analysing every possible scenario before forming an opinion.

It may mean that they think long and hard into questions before they answer, and have multiple meanings for when they do come up with an answer.....
such as this question:
"Why do we have language?"
If you are mentally shallow, (or joking, or just speaking in simple terms) your answer may be:
"So we can talk"
But a mentally deep answer may go into more details about the creation of thought, and from pictures cavemen drew on walls, to grunting noises they used to start communicating, to starting to form sounds, to written words/verbal communication styles, etc.
A much more well thought out answer.

Somebody like me-- who takes everything literally, is mentally looking into everything absolutely too deeply, taking everything to heart--- is over sensitive and lacks confidence. I cant describe myself any better than that

It means they are capable of finding or searching the deeper meaning of any given point. They are capable of searching for life affirming questions and so on.
