In many cases, I would say that is already true. Stupid actions (riding a motorcycle with no helmet, etc.) can lead to death. Stupid decisions will lead to undesirable consequences, and so on.

Ha ha, but no, it's not their fault. We shouldn't want to punish them. They're probaly here on earth to teach us patience and tolerance.
But I know what you mean. Sometimes I just wanna smack some sense into people.
