you can advertise on www.shelley.nl or lettersets.com (its the same site but different links). You post an advert with your e-mail and you can choose who you write to.... I've tried it and got a huge response :), I wrote to a few people though and they have turned out to be one of my best pals :). Also on yahoo groups, if you go to hobbies/crafts, then hobbies, then snail mail pen-friends you'll find a lot of groups there especially for pen-friends and your bound to get someone geniune! Of course you get that odd person who spoils it but its a great experience!

I use PENPALWORLD, it is a good clean site, just watch out for the mails from Africa asking for money.
