Flagman or flagger. Originally (like before 1970), they used red flags to stop traffic; small, portable stop/slow signs were not yet available. The traffic sign used to warn drivers of a flagman ahead still shows a person holding a flag.

No, the regular construction workers do not do this job. The construction workers are skilled labor; the flagman is unskilled. Why would the boss use a high paid construction worker for a job he can fill with a near minimum-wage person?

Duties will include, controlling traffic, handling & calming down the driver who feels he has waited to long, Must be able to handle all types of weather and be able to stand for long periods of time. And hopefully all applicants will look good in orange vests!!

They are probably just construction workers. This job duty would fall under "other related tasks."

they are actual construction workers themselves.
they rotate work and sign holding to prevent accidents and fatigue from constant drilling/shoveling/whatever they doing.

It's a tough job to keep the roads smooth.

There isn't one. They rotate. No construction worker is on easy street everyday of the work week. ;)
