Why the legal drinking age is 21 not 18? Because that is how they wrote the laws. Plus at 15 you should be thinking of school and getting good grades and starting to set up for the rest of your life. Its a stressful age as it is, why would you want to complicate it even more with a job?

other than the fact that you can work at 15 with a permit, I would assume the law is that way because you have to be 16 to get a drivers license and you would need to drive yourself to work.......now, the question is why do you have to be 16 to get a driver's license? and the answer is you don't, you can get a farm license at 14, so ........ I don't know, I think that's just the way the law is.

You can work at the age of 15, but not all establishments will hire 15 year olds because of the work requirements and restraints put on them.
