Because it is a drug that, even when used in moderation, is mind-altering.

I agree that other substances (tobacco, alcohol etc.) are more harmful and less addictive and alcohol especially causes more problems on a global scale than marijuana. The economy issue is also a valid point, unfortunately the general opinion is a negative one and majority rules. Just like everything else the sensible option is very rarely the chosen one.
Plus nothing would ever get done!

I feel it is not legal because the government has not figured out the best way to get their fingers in the pot and regulate it in such a way that they will get a bulk of the profit. It has been such a hidden covert operation for so long that perhaps the government feels that they cannot regulate it the way they would want to best maximize their take of the profits.
Also, the tobacco companies are too huge and too powerful at this stage in the game to ever make cigarettes illegal.

Here are some FACTS:
-No one has ever died from smoking marijuana
-All the reasons that it was made illegal in the early 20th century have been proven false, even through the government's own studies
-The government lists marijuana in the same catagory as morfine and heroin. They consider cocaine less harmfull.
-This is considered to be the land of the free, where I should be able to do anything I want as long as it doesn't hurt anyone else.
-A society that forces you to do something (or not do something) just because they don't like it is defined as faciest

It is legal in California (some parts). It's legal to grow as long as you only grow enough for home use.
But there are too many conservative Christians who feel drinking should be banned, let alone marijuana. There is more money in enforcing law, collecting fines, raiding houses and confiscating money, drugs and property than the powers that be feel would be in collecting taxes.

It was associated with the anti-Vietnam War movement-which was treated as subversive by the government. It's taking a long time to overcome that stigma, but it will be legalized eventually, at least for medical purposes.

government cant make money off of it like cigareetes and booze.
Cigarettes and booze take craftsmanship and its pretty much easier just to go buy it.
Marijuana can be easily grown by yourself if its legal and only the rolling papers guys and filters and lighters guys will make money off of it. bong and pipe guys too.
