And they have to screw up big time before they will lose their job. Whereas, non-scholars will have to work really hard to prove that they are capable before they are given a chance at the top?

Because scholars are supposed to be the best and can do no wrong. That's the thinking anyway.

Because those on tops are scholars, so they choose their own kind as they felt they had done their job well. And the cycle goes on! Might be true for some but definately not all.
