Umpires can and will reverse a call if they realize they made a mistake, several times over the past and present seasons I have seen the umpires gather together to discuss the call and sometimes they will change it and make the right call if it's agreed by the group that it needs changed. It is very hard to change a call on a bang, bang play. The umps have to make their best judgment call and leave it at that.

In major league baseball, there's one umpire who's the "crew chief" and can reverse any call IF the umpire who made the initial call was out of position or has some doubt to his own call and another umpire in the field or himself saw better. That's why the A-Rod call was reversed and why quite often on questionalbe home-run calls you'll see the umpires huddle.
Bottom line: Yes they can change the call but in most cases they won't.

They can reverse a call but usually only after meeting with the other umps. However, they will rarely reverse a call and all because they don't want to look bad for changing. I think they would look better by changing a bad call then standing by the bad call.

Home plate umpire only has the decision to overturn a call or not but usually they will meet in the infield and discuss the play and then if it is to be overturned the home plate ump does so,

Only if they do it rite away. Or have a meeting with the other umpires. But once the ball goes back into play it's in the past so forget about it.

They corrected the call when A-Rod purposely knocked the ball out of Bronson Arroyo's glove in game 6 of the 2004 ALCS.

If they do it before a new play ensues, yes. Once a new play has started, they cannot review it. Note that this is the same rule as in all major sports.

depends on the call. Not on balls and strikes however if the call is made in the field the other umps can discuss and decide.
