chlorine if there is no fish.
Go to your pool supply company.
Ammonia will also remove mold (household strength). Just apply and let the sun do the work. It makes cement absolutely white.

At your local Co-op, you can find bags of ammonium sulfate to control algae, and it is safe to use with fish. I 'm sure you do not have fish in your fountain, but figured I'd add that FYI, incase you ever decide to put in a pond.
I am not sure if Lowes, Home Depot, or Tractor Supply stores sell it. It is inexpensive and works well, if you follow the insructions on the package

If no critters are associated with the fountain, another thing that works is a capful of bleach. Keeps the fountain running clean.

It is probably not mold but algae .. there are a number of products you can add to the water .. check at your local home and garden center or any large aquarium shop that deals in outdoor ponds and such.

Easy! After cleaning birdbath, add one or two teaspoons of bleach to the water. Do this after every rain and every two or three days, problem solved!
