Actually the answer is yes: Cisco IOS version 12.4 does have DNS capabilities. Here are a few links below including the configuration guide.

No, you can however use a local DNS server (your machine) for local resolution and your ISP for the rest. Linux is a DNS cache file called hosts.conf and Windows is Hosts under Windows/System32/drivers/etc

No, a router or switch will not serve this purpouse. Your router will be able to act as a dhcp server though.
