considering that the whitehouse press corp has been put to sleep by the Bush administration, probably yes. but i think they'd more likely meet at a truck stop on Highway 83 up towards Harrisburg - GWB driving his own Ford Pickup Truck (probably take one of the daughters along for better cover - she'd go as long as there is a case of beer in the truck) with secret service agents in semis on either side of him and the foreign dignitary disguised as a canadian tourist arriving from the north in a rented toyota carolla at about 3 am - they'd take adjoining booths sitting back to back and talk to each other while pretending to look at the menu - W would order Freedom Toast, of course, with steak & eggs on the side - the visitors would probably get sundaes, amazed that you can order icecream in the middle of the night - there would be a bit of a fuss when the visitors tried to pay for their check with gold ingots - but an alert secret service agent would simply shoot the cashier with a dart gun and they would all escape into the night

It is possible. A respected leader may just do it. I bet if Toni Blair showed up he would be able to see Bush. Sure would not want to make Blair angry because of Iraq. There are others that may just be welcomed.
