1 - Start having better communication with your parents... guardians... grandparents... whoever...
2 - Internet... library... DOCTOR! all of these are good sources for information.
3 - Don't compare yourself to anyone else... you are you... not them.

You should tell a parent your concerns. If their response (or lack of one) does not alleviate your concerns then seek out a doctor. If your parents won't take you then go the free clinic. You could also talk to a advisor or teacher at school. Dr. Dobson wrote an excellent book explains the process of puberty called "Preparing for Adolesence"
