Water absorbs the red part of the visible light spectrum but scatters or reflects the blue part of the spectrum, and this is the color you see.
This is why a swimming pool looks blue, even if the tile or liner is white. You need a 6-8 foot column of water to see the blue color clearly.

Reflection or refraction of light. A glass of pool water is not blue, an ocean may be green or blue, but not a small container of same. Light does some crazy things, there's a particular bird (I forget its name) that looks blue but is really black!

BLUE is a very clean color. It's also a very refreshing color. You know when the water gets dirty and the pool starts to turn green, there is nothing that makes you want to swim there.

One: the reflection of the sky
Two: the color of the liner
