A system of people can be changed by the addition of one person. A new person can bring out hidden ideas, actions, or reactions not typically present in the office culture previously.
For instance, if a new employee goes to happy hour everyday and loves to gossip, he or she may become friends with an old employee and change how that employee behaves in the office. This new behavour can change how the system as a whole acts.

Most definitely. Look at Enron alone. Back in the 80's they were a respectable pipeline gas company that did dealings on the level. Then they hire a few slicksters with bendable ethics and their culture changed to a bully and con artist system. Gives a twist to that old saying " A few bad apple COULD spoil the bunch".

Yes it can change and in some organizations there is very good culture available for their employees...

Yes and No.
Yes, because if it weren't for groups involved in the civil rights movements who pushed for equality among the races in the 60's, there'd be no equality for minority races like hispanics, african americans, asian americans, etc.
No, because after all has been said and done after all these years there is still racism and segregation among the races in schools, neighborhoods, etc.
And now (if you really want my opinion), I believe groups like BSO and HSA only greater divide and segregate the races by meeting in groups to further their own needs. Playing the race card just pisses me off, but I do not deny that stereotyping doesn't happen.

Yes, it can and it has to be gradual change.
The culture of an originization is nothing but habitual and preception.
If you start with change in preception, you got it made
