Probably a first-rate manager under pressure to hire for a position before they can find a truly first-rate candidate.

Managers can be rated only after performance is known.Second rate manager might have been recruited by an employer who cannot afford salary of first rate managers.Some time second rate managers will do for certatin jobs.From job hoppers CV and verification it can be ascertained
