Probably what normal people think, and that's nothing to the effect of they want to help out.
Unless you run into every billionaire on Yahoo Answers, you'll never know. They all think differently.

Sometimes the billionaire might throw some coins at the homeless person and think that his duty is over
Sometimes he might think that why these poor people are allowed to be born
He might sometimes shrug his shoulders and drive past unconcerned, without even sparing a thought for the poor man
If he is in a reflective mood, he may even thank God that he himself is not poor

A billionaire would never be caught dead WALKING by a homeless person or someone down on their luck. He will be DRIVING by or FLYING by so fast he wouldn't even think of them. Come on. Roosters don't lay eggs!

This depends on the character, generosity, and compassion of the billionaire. He may have pity and compassion on his fellow man, and give him a C note.
