For whatever reason, the lady gots a problem. You deserve admiration and gratitude for responding as you have. In reality, that's the best thing you can do - continue as you are. You cannot force change in another person but you can choose how you react to their behavior. As long as she does not commit or permit her kids to commit anyting illegal -such as throwing rocks at you - you simply ignore the dirty looks and go on about your business.
I know, it's sad, and most of us would much rather be on good terms with our neighbors. Life isn't always a rose garden, though. At times, I'm sure, you haven't exactly gotten along with some of your own extended family. And I'm equally sure that the reasons for the discord - as it probably is with your neighbor - are rather small, petty and insignificant. Humans ain't, and never will be, perfect. Don't let this woman's problems continue to bother you. You're worth more than that!

Very good for you for taking this for over a year and not doing anything negative. The best thing I can say is that in our lives it is possible for everyone we ever meet to really like us, except one person. She may just be one of those people who just doesn't like you for whatever reason. There are several reasons why, and some may be beyond your control. If you haven't done anything to get this treatment from her either one of two things happened. She either saw you do or say something that she didn't like (it doesn't mean that you did anything wrong), or someone could have told her things and filled up her head with false information about you and now she has accepted it as truth and just refuses to give you a break. Whatever the case may be, if you really want to end this, I would say, if you don't fear for your life, pay her a visit and give her a chance to really meet you first hand so she can experience you as you really are. Show interest in her life and family. Just make an effort to be her friend and find out what the deal is. If you are not willing to do that, then just right her off as one of the people who just doesn't like you.

If you are gutsy enough, go across the street knock on her door and say, "Hey, I've been noticing your glares and that everytime I step outside you hussle your kids into the house. Is there something I have done to make you dislike me or look down on me. We don't have to be friends and you don't have to like me, I would just like to know the reason for your actions." Good Luck!

Continue to smile and wave and be yourself. Sometimes people just don't have a reason to hate but you can not allow that blackness to creep into you soul. She must be a VERY unhappy person. Feel sorry for her and is you can ever do anything kind for her make sure to do. Decency beats hate every time.
