Because if it was expense based...you would live large at someone elses EXPENSE.
It's income based in order to enforce some measure of fairness and equity...it's easier to enforce what he was expected to pay based on a fair measure of his income...
Now of course if he doesn't pay...he can expect that to back up.
In some states that can add up to some jail time....
but that's why child support is not based on expenses.

Obvious - because deadbeats would increase their expenses to minimize or eliminate child support and who loses.....the child. The only truly innocent party in the bunch.

Well, because you can only TAKE so much from the other person. Their life, doesn't end, just because your no longer together..they STILL have to live too...They still have a life..believe it or not, after you, and it isn't just to live and work FOR YOU....so you can ONLY have...so MUCH of what they make..NOT all of it..your not married to them anymore.
