electricity was being shared i found out .the eletric co. gave him 30 days to fix it , or a bill would come in his name it did . so he deducted it from my security deposite

It depends on the State you live in.
But; If you took the place knowing the situation existed, and it saved you and the Landlord money. You might want to let it go.
If you were not aware and it is not in a lease agreement, go for it.
