Unfortunately you can't assign them yourself unless you don't want to connect to the Internet. Your ISP assigns them, so only they can change it. It doesn't hurt to ask if it's important to you.
Most cable/DSL ISP's rarely change your IP address (if ever).
Sometimes it will change if you connect a different machine (or router) to the modem and restart it.

First of all you need the permission. If you are connected into a neighborhood linked with other, you just can't.
You have to get other network.
Or you need the list with all IP-s
Just post on Internet on google IP's list and it will posted right away. From there you may find the correct one. After that, just downloaded.
But to be the correct one.

If you are using a Dynamic assigned IP address then Click on the start button (bottom left corner on the screen) and choose Run option and type CMD once you do that you will get the dos prompt, here you type the following IPCONFIG /RENEW. thats it you will get a new IP address.

By using a router that supports nat, you can use any ip address that you like. of course the rest of the world will still see the original address.

unplug modem for at least one hour, then plug in and you may just get a new ip addy, depends on isp
