My mother never allowed me to wear makeup! This drove me nuts all through school. Turns out, I think she was right. Actually I know she was right. Makeup costs money and causes breakouts. Also young girls tend to put too much on and look completely foolish, thinking they look older. Young girls go thru a lot of hormonal changes, and adding chemicals to your face is just asking for skin problems. I never had acne in my life. Never. I can count the number of pimples I've had in my 26 years on one hand. This may have something to do with the fact that I never put on makeup until I was 21 years old. Why rush to grow up? I hate being grown up. The best thing is - put off makeup until you are on your own, all grown up. Don't rush adulthood because once it's here, there's no going back. I'd do anything to be able to leave the house without paint on my face without feeling like a monster. Once you start you have to keep it up. So finally my answer is - no makeup until you live on your own!!!

There are no standards as to what age a girl can wear makeup. This is decided primarily the parents. Many parents let their girls wear makeup at about 12-13 years of age.

If they cannot drive until age 16 and are considered minors, I think I can safely say 16 years. However, these days the girls seem to grow mature faster, so 14-16 years is OK for light to moderte makeup (say a lipstick and some eye shadow).
Plus young girls have a naturally healthy and beautiful skin as well as fresh look - make up may make them look worse than they actually are!

I have a 12 year old daughter and many of her friends are already wearing full face make up!
I got her Stila's tinted moisturizer and lip gloss. She can wear that to school if she feels like it (but I think that has only happened once).
I bought her some mascara, make up remover, brushes and eyeshadow but those two items are ONLY for an event. Dinner out, Concert etc..
Once I did that she was not as interested in it at all. It wasn't off limits totally so the thrill was gone. I think she has worn the eyeshadow only one time when we went to dinner.
