Because it is a liquid and it isn't dry

Why is water wet? Water is wet so that the fish and other ocean, lake and river creatures can move through it with fluent ease. Friction is not your friend when you are trying to move. We need to be able to drink. We need for boats not to sink. We need for our plumbing to work. This is why water is wet.

But, really, why is water wet? Water is wet because our sensations say it is so. We feel wetness. We get out of a pool and we are dripping, uh, you know. We take a shower and we're, um, you know again.

The question of why is water wet cannot be answered with regular science methodology, but can be answered in Zen Physics. Water is wet because this is the nature of water. The nature of rock is to be hard. The nature of grass is to be green. The nature of water is to be wet. To take away from its true nature is to destroy what is and thus water is not water anymore. It may be ice, but it surely is not water. Water begets wetness. Wetness begets slipperiness. Slipperiness begets falling. Falling begets a long and painful hospital stay.

here is a regular science answer in the link below. Water isn't necessarily wet in all states. Water that is frozen solid is no longer wet. Plastic isn't wet but you can melt it into a liquid.

Well if you ask "Why is water wet?" You might as well ask "Why are all liquids wet?" Liquids are wet because they are made up of different chemicals and Oxygen. When the atoms are dispersed out freely it causes it to become loose and "WET". Inconjuction to solids, they are a solid mass because the atoms are tightly compressed together.

Water is not wet. Definition of the word "wet" according to Oxford Dictionary (2000):

wet /wet/ adj., verb, noun
adj. (wetter, wettest)
1 covered with or containing liquid, especially water: wet clothes wet grass You’ll get wet (= in the rain) if you go out now. Try not to get your shoes wet. His face was wet with tears. We were all soaking wet (= extremely wet). Her hair was still dripping wet. My shirt was wet through (= completely wet).

Water therefore cannot be wet because it is the element that covers another object to make that object wet. Water in itself cannot be covered in water, therefore cannot be wet.

Water is liquid at room temperature because of hydrogen bonding. Hydrogen atoms in water are electrostatically attracted to the oxygen atoms in other molecules of water. Read more here
