I find that Cheatcodes.com has numerous cheats, walkthroughs, hints and tips. What's better, is sign up is free and you can create a list of games you own and they will alert you when more cheats, hints, etc. have been added. I don't know which system you play on but here are the direct links.

use the search function to find gta:vice city..
choose faqs and ur set to go.
