How does Patriot Act 1 and 2 bear striking resemblance to George Orwell's 1984 novel?

Really? I didn't read much of the Patriot Acts, but it didn't seem to me that any of it was a science fiction narrative. Now it might LEAD us to a world not unlike 1984, but that's not the same thing as a set of laws resembling a novel. No, the Patriot Acts are far less interesting to read - almost painful to try and figure out what they are saying sometimes...
