It depends. Some poems do, others don't, and in some it's debatable.

Poetry is a highly fluid art form and as such can be expressed in numerous ways.

Some modern types of poetry are extremely similar to prose and as such will have narrative structure.

Epic poetry is a great example of poetry which has narration of an event inherent within it's structure.

Some do, and some don't. Poems like Haiku's and Limericks have narrative structures with the amount of syllables and rhythmic pattern. Others however, don't.
